J.F. Ingram State Technical College (ISTC) was honored to receive a $20,000 legislative grant awarded by Senator Clyde Chambliss to support the expansion of technical education within Alabama’s correctional facilities. The grant was formally presented on January 28, 2026, to Interim President David Walters and Alabama Department of Corrections (ADOC) Commissioner John Hamm.
This award represents one of the largest single legislative grants ISTC has received and reflects a strong commitment by state leadership to invest in workforce development and reentry-focused education. The funding will support ISTC’s ongoing partnership with the Alabama Department of Corrections, allowing the college to expand career technical training opportunities and industry-recognized certification programs for incarcerated individuals.
“These funds will have a direct impact on our students,” said Interim President David Walters. “We are extremely grateful to Senator Chamblissfor recognizing the value of education and the role it plays in preparing individuals for successful reentry. This investment allows us to expand high-demand training and certifications that lead to real employment opportunities and long-term stability for the students we serve.”
Through its partnership with ADOC, ISTC delivers education and workforce training inside 21 correctional facilities across the state, equipping students with the skills needed to meet Alabama’s workforce demands while reducing recidivism and strengthening communities.
Commissioner John Hamm emphasized the importance of education as a core component of successful reentry while maintaining institutional security. “Our partnership with Ingram State is an important part of our overall reentry strategy,” Hamm said. “Providing individuals with access to adult education and workforce training helps prepare them for employment upon release while reinforcing accountability and responsibility. These efforts support safer facilities, stronger communities, and better outcomes for the individuals returning to society.”
The legislative grant underscores a shared commitment among state leaders, ISTC, and ADOC to provide education as a pathway to opportunity.
