DEATSVILLE, Ala. — David Walters has been appointed president of J.F. Ingram State Technical College following approval by the Alabama Community College System Board of Trustees during its meeting Wednesday, May 13, 2026. The appointment becomes effective May 16, 2026. Walters has served as interim president since November 2025.

“David brings a deep understanding of both Alabama’s community college system and the transformative impact of correctional education,” said Jimmy Baker, ACCS Chancellor. “His combination of statewide leadership experience, commitment to correctional education, and demonstrated success leading Ingram State made him the clear choice to guide the college into its next chapter.

“I am deeply honored by the confidence placed in me by Chancellor Baker and the Board of Trustees,” Walters said. “Ingram State Technical College represents the power of education to transform lives, strengthen families and create generational change across Alabama. I look forward to continuing to work alongside our faculty, staff, agency partners and industry leaders as we expand opportunities for educational attainment, workforce readiness and successful reentry for the justice-involved population we serve.”

Walters brings decades of leadership experience in adult education, workforce development, correctional education and reentry initiatives. Throughout his tenure with the Alabama Community College System, Walters has led initiatives designed to expand educational access, strengthen workforce pathways and improve opportunities for justice-involved individuals across Alabama.

Since joining ACCS in 2014, Walters has served as vice chancellor overseeing Adult Education and Family Literacy initiatives statewide. In that role, he strengthened accountability systems, expanded access to educational opportunities and aligned programs with workforce and economic development priorities. 

Under Walters’ leadership, the college continues to expand educational access and workforce training opportunities for justice-involved individuals across the state. As a higher education institution dedicated exclusively to serving the justice-involved population, Ingram State provides adult education, career technical education and workforce development programs designed to support successful transitions back into communities and Alabama’s workforce.
