J.F. Ingram State Technical College(ISTC) recently joined the Alabama Bureau of Pardons and Paroles(APBB) in recognizing Rep. Parker Moore for his leadership and support of Alabama’s “Free to Work” legislation, Senate Bill 138 and House Bill 238, aimed at expanding workforce opportunities for justice-involved individuals while enhancing public safety.
During the event, ABPP Director Cam Ward presented Moore with a custom plaque created by ISTC students as a token of appreciation for his work advancing the legislation. The handcrafted plaque highlighted the impact workforce education and second-chance opportunities can have on individuals across Alabama.
The legislation, approved during the 2025 Regular Session, removes barriers to employment for individuals with certain nonviolent criminal offenses by allowing licensing boards to consider certificates of employability rather than automatically disqualifying applicants based solely on criminal history. The initiative was developed through a collaborative workgroup that included the Alabama Community College System, ISTC, Alabama Power, Manufacture Alabama, the Business Council of Alabama and other key partners.
The legislation does not require employers to hire individuals with certificates of employability, but it creates a fairer pathway for qualified candidates seeking workforce opportunities after completing education, training and reentry programming. The effort is designed to support Alabama businesses, strengthen the workforce, reduce recidivism and help individuals become self-sufficient, law-abiding citizens.

Ingram State Technical College. “This legislation represents the power of collaboration between education, corrections, workforce development and community leaders who all believe in second chances and stronger communities.”
The legislation has already played an important role in strengthening partnerships between employers and reentry programs across the state, including upcoming job and resource fairs on June 25 hosted in partnership with ABPP and the PREP Center.
